庞公新区位于襄阳古城及岘山以东，北、东、南三面为汉江所环抱；是襄阳中心城区既有城市道路及基础设施覆盖范围内，同时拥有依山（岘山）、枕水（汉江、襄水）、临洲（鱼梁洲）、近城（紧邻现状建成区）等四大区位优势的稀缺要地。

Panggong New Area is located to the east of Xiangyang Old Town and Xianshan Mountain, surrounded by Han River to the north, east and south. It is a scarce area within the coverage of the existing urban roads and infrastructure in the central city of Xiangyang, and has four major advantages of location: nestling under the mountain (Xianshan Mountain), near the water (Han River and Xiangshui River), by the islet (Yuliangzhou Islet) and near the city (adjacent to the current built-up area).

为了坚持世界眼光、国际标准、襄阳特色、高点定位，以国际一流水准高起点、高品质地进行庞公新区规划，邀请国内外知名设计专家领衔的主创团队和机构开展方案设计，汇集全球智慧、集思广益、博采众长，同时彰显襄阳市的吸引力、竞争力和影响力，探讨庞公片区未来发展思路和愿景，对区域的功能定位、整体布局、空间意象、景观风貌、总体控制指标进行研究。

Guided by the concept of world vision, international standard, Xiangyang characteristics and high-end positioning, the creative team and agencies led by renowned design experts at home and abroad are invited to the design Pangong New Area at a high starting point and high quality with international first-class standards. Global wisdom and ideas are collected to showcase the attractiveness, competitiveness and influence of Xiangyang City, explore the future development ideas and visions of Pangong New Area. In addition, research is made on the functional positioning, overall layout, spatial image, landscape style and overall control indicators of the region.

本次征集活动面向全球公开邀请具有相关规划设计经验的设计机构参与，欢迎全球优秀的设计机构递交项目建议书。

This solicitation is open to global design agencies with relevant planning and design experience. The excellent design agencies in the world are welcome to submit the project proposal.

 

一、项目概况

I. Project Overview

3、规划设计范围：西以环城东路-护城河南岸-环城南路-胜利街-岘山路为界，东、北、南至汉江常水位，总用地面积17.5平方公里。

3. Scope of planning and design: bounded by East Huancheng Road - South Bank of the Moat - South Huancheng Road - Shengli Street - Xianshan Road in the west, and the Han River normal water level in the east, north and south, with a total land area of 17.5 square kilometers.

聚焦将庞公新区建设成为襄阳城市滨江生态商务新区的目标，初步确定庞公新区重点发展金融等区域性总部、高端商务、优质商业、高品质住宅及酒店，以及相关配套服务设施等功能。

Focusing on the goal of building Pangong New Area into a new riverside ecological business district of Xiangyang city, it is tentatively determined that Pangong New Area focuses on the development of finance such as regional headquarters, high-end business, high-quality commercial, high-quality residential and hotel, as well as related supporting services and facilities.

三、应征人资格要求

III. Qualification Requirements for Applicants

1、应征人应为依法注册的从事城市规划、城市设计的法人实体；

1. The applicant shall be a legal entity registered in accordance with the law and engaged in urban planning and urban design.

2、应征人应有与本项目功能性质相类似的城市规划或城市设计经验；

2. The applicant shall have experience in urban planning or urban design of similar functional nature to the project.

3、本次征集不接受联合体应征。

3. Consortium application is not accepted in this solicitation.

四、应征人报名及《项目建议书征集大纲》的获取

IV. Registration and Acquisition of "Project Proposal Solicitation Outline”

1、有意向参加本次征集活动的应征人应通过邮件进行报名登记（报名表详见本公告附件，填写完成后E-mail至指定邮箱），报名时间：2021年08月20日至2021年08月30日17:00（中国北京时间）。

1. Applicants interested in this solicitation should register by mail (see the attachment to this announcement for details of the application form, and E-mail it to the designated mailbox after completion), application period: 20 August 2021 to 30 August 2021, 17:00 (China Beijing time).

2、应征人报名表及报名资料以盖章或签字的PDF扫描版和DOC格式E-mail至邮箱zb03@hbzshj.com.cn，协办单位收到后，将《项目建议书征集大纲》电子版文件发送给报名的应征人。

2. The application form and registration materials shall be sent to zb03@hbzshj.com.cn in PDF scanned version and DOC format with seal or signature. Upon receipt, the co-organizer shall send the electronic version of the "Project Proposal Solicitation Outline" to the applicants for registration.

五、项目建议书的递交

V. Submission of the Project Proposal

应征人应按照《项目建议书征集大纲》的要求编制《项目建议书》，包括商务文件、技术文件和演示文件三个部分，并在递交截止时间2021年09月13日12：00前（中国北京时间）将《项目建议书》电子扫描文件发送至指定邮箱zb03@hbzshj.com.cn（收到项目建议书的时间以上述指定邮箱收件箱显示的收件时间为准）。

Applicants should prepare the Project Proposal in accordance with the requirements of the Project Proposal Solicitation Outline, including three parts of commercial documents, technical documents and presentation documents, and submit the electronically scanned Project Proposal to zb03@hbzshj.com.cn before 12:00, September 13, 2021 (China Beijing time) (The time of receipt of the Project Proposal shall be subject to the receipt time shown in the inbox of the above specified email address).

六、征集说明

VI. Instructions for Solicitation

1、本次方案征集分为三个阶段进行：

1. The solicitation for proposals is divided into three stages:

第一阶段为“项目建议书征集和评审”阶段，主办单位面向全球设计机构征集《项目建议书》，通过对应征人递交的项目建议书评审，选出5家设计机构入围，参加下一阶段“概念方案竞赛及评审”。

The first stage is the "Project Proposal Solicitation and Evaluation" stage. The sponsor will collect "Project Proposal" from global design agencies, and select 5 design agencies as finalists after evaluation of applicants’ project proposals to participate in the next stage of the "Concept Plan Competition and Evaluation".

第二阶段为“概念方案竞赛及评审”阶段，主办单位拟于2021年09月23日邀请入围的设计机构来襄领取设计任务书、踏勘现场、参加答疑会等工作。入围的设计机构须于2021年12月08日前提交成果至主办单位指定地点（具体地点另行通知）。主办单位将举办专家评审会（具体时间地点另行通知），设计机构须派项目负责人或主创设计人员来襄汇报设计成果，方案经专家评审为有效成果，并报送襄阳市城乡规划委员会确定方案排名。

The second stage is "Concept Plan Competition and Evaluation" stage. The sponsor will invite the shortlisted design agencies to receive the design assignment, visit the site and attend the Q&A session in Xiangyang on September 23, 2021. The shortlisted design agencies shall submit their results to the sponsor by December 8, 2021 (specific sites will be notified separately). The sponsor will organize an expert review meeting (specific time will be notified separately), and the design agency shall send the project leader or lead designer to report their design results in Xiangyang. The plan being evaluated by the experts as valid result will be submitted to Xiangyang Urban and Rural Planning Committee for ranking.

给予排名第一的设计机构300万元人民币（含税）的设计补偿（奖金），

The design agency ranking the first will be given a design compensation (bonus) of RMB 3 million (including tax).

给予排名第二的设计机构200万元人民币（含税）的设计补偿（奖金），

The design agency ranking the second will be given a design compensation (bonus) of RMB 2 million (including tax).

给予排名第三的设计机构150万元人民币（含税）的设计补偿（奖金），

The design agency ranking the third will be given a design compensation (bonus) of RMB 1.5 million (including tax).

给予排名第四和排名第五的设计机构各100万元人民币（含税）的设计补偿（奖金）。

The design agency ranking the fourth and fifth will be given a design compensation (bonus) of RMB 1 million (including tax).

第三阶段为“方案整合及深化”阶段，排名第一的设计机构将作为方案整合机构与本次征集活动承办单位签订方案整合及深化合同，合同金额为300万元人民币（含税），方案整合机构须在60个日历天内按主办单位及承办单位要求吸收其他设计方案的优点，进行方案整合及深化，整合成果基本达到城市设计深度（若方案整合机构为境外机构，须联合熟悉襄阳情况的境内城乡规划甲级资质设计机构共同完成深化方案）。

The third stage is the "Plan Integration and Deepening" stage. The design agency ranking the first as the plan integration agency will be eligible to sign a plan integration and deepening contract with the undertaker of this activity, the contract amount totaling at RMB 3 million (including tax). The plan integration agency shall absorb the advantages of other design schemes for integration and deepening within 60 calendar days according to the requirements of the sponsor and the undertaker. (If the proposal integrator is an overseas organization, it shall jointly complete the deepening solution with a Grade A domestic urban and rural planning design organization familiar with the situation of Xiangyang).

2、应征人对应征方案享有署名权，经主办单位许可后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征作品。主办单位、承办单位以及项目建设单位有权在本项目的设计中使用应征设计成果，主办单位、承办单位以及项目建设单位在本项目的方案调整综合时可以全部或部分使用应征设计文件及设计成果，也可对其进行修改，主办单位、承办单位以及项目建设单位还可对所有应征成果印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计成果。

2. The applicant shall have the right of attribution for the proposal and may evaluate and display the proposal through media, professional magazines, books or other forms with the permission of the sponsor. The sponsor, the undertaker and the project construction unit shall have the right to use the design results of the application in the design of the project, may use the design documents and design results of the application in whole or in part when adjusting and integrating the proposal of the project, and can also modify them, and may print, publish and display the design results or may evaluate, display and publicize design results through communication media, professional magazines, books and journals or other forms.

3、应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

3. The applicant shall guarantee that the design documents and design results submitted do not and will not infringe upon the intellectual property rights (including but not limited to copyrights, patents) or proprietary technology or trade secrets of any other person in or outside China. The applicant shall guarantee that the design document uses or contains the intellectual property rights or know-how or trade secrets of any other person after obtaining the legal, valid and sufficient authorization from the right holder. All liabilities arising from the infringement of intellectual property rights or know-how or trade secrets of others shall be borne by the applicant.

4、应征人所获设计补偿（奖金）的税金（含中国境内、外应缴纳的各项税费）和在整个过程中发生的一切费用均由应征人自理。

4. The applicant shall be responsible for all taxes (including taxes and fees payable inside and outside China) of the design compensation (bonus) and all expenses incurred in the whole process.

5、本次征集活动中的所有文件及往来信函均应使用中文书写。

5. All documents and correspondence in this solicitation shall be written in Chinese.

6、参加本次活动的应征人均被视为承认本公告的所有条款。

6. The applicant who participates in this activity is deemed to acknowledge all the terms of this announcement.

7、本次征集活动及相关文件的最终解释权归主办单位所有。

7. The final right of interpretation of this solicitation and related documents belongs to the sponsor.

8、本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

8、The laws and regulations applicable to this call for entries and the documents related to this activity are only the laws and regulations of the People's Republic of China.
